This position is located in the Traffic Control Officer Branch, Transportation Operations Division, Transportation Operations Administration, District Department of Transportation (DDOT). The Traffic Control Branch has the responsibility of maintaining adequate traffic flow throughout the City by directing all modes of traffic in selected areas, and in neighborhoods through the enforcement of traffic regulations. The enforcement of these traffic regulations ensures the continuous flow of traffic during rush hours and emergencies; accessibility to commercial and business services; free flow and access of emergency vehicles; and improved safety and quality of life for residents and visitors.
Incumbent provides a full range of supervisory duties and responsibilities over staff assigned to a team of workers who are responsible for explaining and enforcing the multitude of traffic and safety regulations of the District of Columbia. Incumbent develops traffic operation deployments resolves problems and issues relative to planning, logistics and traffic control activities.
Duties and Responsibilities
Responsible for communicating clear directives on the proper procedures and techniques to employees under his/her direction. Provides day-to-day supervision, guidance, and direction to the subordinate staff on issues that the team(s) is confronted with during the course of carrying out their daily assignments. Sets team goals, select team leaders, assign team members and administratively and technically direct the work of subordinates.
Plans work to be accomplished by subordinates, sets and adjust short-term priorities. Sets or negotiate deadlines and completion dates. Assigns performance ratings and counsels employees on behavior and initiate disciplinary actions if required. Resolves informal complaints of employee and labor relations staff when needed.
Reviews internal control systems for compliance with established procedures and standards. Takes measures to correct deficiencies in productivity, accuracy, effectiveness and customer services. Keeps management informed of any operational, deployment or coverage issues that may impact the flow of traffic for the protection of pedestrians and congestion.
Oversees the day-to-day operation of the team(s) to ensure that subordinate staff is trained on its operation and maintenance. Schedules team and individual training. Promotes diversity and ensures the fair and equitable treatment of all customers and employees.
Monitors the operation of the transportation system through coordination with DDOT Transportation Management Center, Traffic Operations Center, HSEMA, and MPD.
Communicates with various agencies to coordinate, resolve, and respond to traffic situations.
This position requires the individual to be an expert in traffic operations, intersection control, the District of Columbia traffic patterns, traffic network and traffic regulations.
Other Significant Facts
Thorough knowledge of Public Safety and Security including relevant equipment, policies, procedures and strategies to promote effective local security operations for the protection of people, property, and institutions. Thorough knowledge of fire perimeter requirements in order to maintain fire perimeter and control pedestrian access.
Thorough knowledge of crowd control techniques in order to assist law enforcement officers in maintaining perimeters during demonstrations, special events or other public functions. Ability to communicate ideas and concepts both orally and in writing; and the ability to prepare and make formal presentations and reports.
Demonstrated skill and experience in providing leadership in a supervisory capacity. Demonstrated skills in managing staff, and providing leadership in a team-based environment.
Ability to operate a desktop computer, and utilize standard office software including Excel, Word, and Outlook.
This position has been designated as an essential employee position under the provisions of District Personnel Manual Chapter 12. As such, incumbent’s services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Incumbent may be required to work weekends, evening, and in an “on call” situation.
Incumbent must possess and maintain a valid driver’s license.
