The purpose of the class is to assist the Mayor, Chief Administrative Officer, Deputy Chief Administrative Officer, Agency Head, or their designee with day-to-day program administration and office management. The position is responsible for establishing program and project goals and objectives. The class works within broad policy and organizational guidelines, independently plans and implements projects; reports progress of major activities through periodic conferences and meetings. Supervision: • Exercised: Classification typically does not supervise.• Received: • Note: Other reporting relationships may applyExample of Duties: The City of Richmond Department of Planning and Development Review is seeking highly qualified candidates to fill the position of Executive Staff Assistant.

The incumbent is responsible for assisting the Director with several important initiatives, with particular emphasis on involvement of Richmond 300, the first comprehensive update to the City-wide Master Plan in over 15 years. Additional responsibilities include process and programmatic improvements to Department programs and policies, as well as assisting in requests from the Mayor and Administration. ** This recruitment is for a position which is unclassified. The successful candidate will serve at the will of the Appointing Authority.

** Duties include, but are not limited to: Support and assistance in the preparation of Richmond 300 Overseeing long-range special projects and manage department's website Developing policies and procedures related to departmental initiatives Monitoring departmental actions for compliance with City code Making recommendations to department executive management team on departmental initiatives Preparing various annual and monthly reports Responding and preparing Request for Proposals (RFPs) to solicit federal and state funding Performing legislative research and analysis Researching as directed by the Appointing Authority or designee Collecting and the assembling of a variety of information and analyzing the information to reach logical and legal conclusions Providing staff support and direction to various committees, Boards and Commissions Ability to work within a team framework as well as individually, and with neighborhood and community groups across our increasingly diverse populations Other related duties as assignedQualifications, Special Certifications and Licenses: Minimum Qualifications: Bachelor's degree in business, accounting, social work, liberal arts, or other related fields. Four (4) or more years of experience An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification No special certification or license required Preferred Qualifications: Six (6) or more years of experience and a Master's degree in urban planning, architecture, landscape architecture, urban design, or public policy Demonstrated experience in the preparation of a city-wide Master Plan, sector plan, or small area plan Experience working in an urban environment, especially at the local government level Excellent public presentation, leadership, time management and organizational skills Experience with code development, Traditional Neighborhood Development (TND), new urbanism and both downtown and neighborhood revitalization techniques Demonstrated ability to interact with elected officials, community residents, businesses, and other community stakeholders in an increasingly diverse and dynamic cityAmericans with Disabilities Act Requirements: PHYSICAL AND DEXTERITY REQUIREMENTS: Physical and dexterity refers to the requirement for physical exertion and coordination of limb and body movement. Requires sedentary work that involves walking or standing some of the time and involves routine keyboard operations. ENVIRONMENTAL HAZARDS: Environmental hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

The job risks exposure to no environmental hazards. SENSORY REQUIREMENTS: Sensory ability refers to hearing, sight, touch, taste, and smell required by the job.
