Under the general direction of the Engineering Manager, the Right-of-Way and Facilities Coordinator uses independent judgment to perform a variety of specialized, technical and professional tasks and activities associated with the acquisition, management, disposition, maintenance and/or repair of District-owned easements, buildings, and facilities. Works highly independently to protect District property, buildings, and easements from hazards and encroachments and keeps them in a state of good repair. Patrols, inspects, maintains, and surveys District rights-of-way and facilities and enforces codes and regulations regarding their use. Receives and processes claims against the District, and may confer with District legal counsel on confidential claims issues.

What would a typical day be like?

Right-of-Way:

  • Inspect District easements, rights-of-way, and encroachments to identify operations or maintenance issues. Obtain estimates and prepare budgets for easement maintenance; schedule, coordinate, monitor, oversee, and inspect all easement maintenance including landscaping, either with internal staff or outside contractors, ensuring that all contract provisions, specifications, and standards are being followed. (15%)
  • Communicate verbally and in writing with property owners and government agencies regarding rights-of-way, encroachments, and easements; coordinate and participate in negotiations with property landowners to acquire and protect rights-of-way and easements; resolve unpermitted encroachment issues. (10%)
  • Respond to technical questions from District staff, government agencies, and property owners regarding rights-of-way and District facility-related work. (10%)
  • Prepare, organize, protect, maintain, complete, create, and retrieve a variety of easement-related records and reports. (5%)
  • Update the District's GIS to ensure that all rights-of-way and easements are properly recorded. (5%)
  • Facility Management:
  • Create and maintain a comprehensive, multi-year, District-wide building maintenance program to include scheduled preventative maintenance, inspections, and repairs. Obtain estimates; schedule, coordinate, monitor, oversee, and inspect all facility maintenance including landscaping, buildings, and pavement, either with internal staff or outside contractors, ensuring that all contract provisions, specifications, and standards are being followed. (15%)
  • Monitor the performance and direct the maintenance of access control and security systems including electronic card readers and cameras and physical locks and keys. (5%)
  • Administer District facility office cleaning, carpentry, painting, plumbing, electrical, HVAC, and other maintenance and repair contracts and perform periodic inspections to assure compliance with contract provisions. (5%)
  • Other Essential Functions:
  • Manage the processing of claims against the District related to property damage, including investigation of claims, communication with claimants, assessment of potential District liability and validity of claims, provide reports to the General Manager or legal counsel, and prepare claim settlement or rejection documents based on District policy and advice from legal counsel. (15%)
  • Prepare, organize, protect, maintain, complete, and create/retrieve a variety of records and reports including maintenance schedules, work orders and maintenance requests, accident reports, and daily time using the District's GIS System, Enterprise Asset Management (EAM) System, and financial system. (5%)
  • Prepare reports and documents for Board meetings and attend Board Meetings to present information and answer questions as needed. (5%)
  • Additional Duties: (5%)
  • Create, review, and update SOPs and workflows for District staff and contractors to use as guidelines when working in the field.
  • Coordinate with other agencies on projects requiring the relocation, removal, or abandonment of District assets and infrastructure, which includes underground utilities and above ground facilities.
  • Assist and support other District departments in providing emergency response for utility leak detection, leak locating, pipeline locating and repair services.
  • Provide technical assistance and training to District Staff as required.
  • Other duties as assigned.
What do you need to be able to do and who is the ideal candidate?

Knowledge, Skills, and Abilities Required

  • Knowledge of principles, methods, techniques, tools, and equipment utilized in the installation, maintenance, and repair of buildings and outdoor areas.
  • Knowledge of building codes, ordinances, safety practices and procedures, and regulations related to facility maintenance.
  • Knowledge of basic terminology, methods, and practices of land surveying.
  • Knowledge of the public agency job bidding process in California and Department of Industrial Relations prevailing wage requirements.
  • Ability to read and interpret easement documents, title reports, parcel maps, construction plans, specifications, blueprints, drawings, manuals, contracts, etc.
  • Ability to communicate clearly, effectively, tactfully, and diplomatically in English both verbally and in writing with District employees and contractors, government agencies, property owners, vendors, etc.
  • Ability to navigate and use GIS software (experience with GeoViewer is a plus).
  • Ability to be self-directed and exercise independent judgment and initiative within established guidelines.
  • Ability to establish and maintain collaborative working relationships internally and externally.
  • Preferred Knowledge, Skills, and Abilities:
  • Knowledge of federal, state, and local laws and regulations related to land and property acquisition by public agencies including condemnation proceedings.
  • Knowledge of basic principles and practices of property and contract law and preparation of proper legal descriptions.
  • Ability to diagnose, troubleshoot, and repair a wide variety of mechanical equipment, systems, machinery, and real property structure failures.
  • Bilingual in Spanish is a plus.
  • Experience: Sufficient work experience to obtain the required competencies for the position, which is typically:
  • Over 4 years of experience in facilities construction or maintenance.
  • Over 4 years of experience in right-of-way and easement acquisition, preferably for a water district, city, or other utility agency.
  • Experience with professional, business-related verbal and written communication including reports and correspondence is required.
  • The ideal candidate has achieved the following education and credentials:
  • A High School Diploma and an Associate's Degree or equivalent college-level coursework or other advanced training in civil engineering, drafting, surveying or a related field.
  • A Bachelor's Degree in public administration, business administration, civil engineering, or other related field is preferred.
  • Certification from the International Right-of-Way Association is highly desirable.
  • Some training in project management is a plus; certification as Project Management Professional from Project Management Institute is desirable.
  • Must possess a valid California Driver's License.
