This is a highly responsible position under the supervision of the Public Health Preparedness Section Chief in the Department of Health in Okaloosa County. This is independent work assisting the Public Health Preparedness Section at DOH -Okaloosa in the coordination of administrative tasks and assignments which are complex in nature and very broad in objective with integration of diverse functions.

Responsible for a variety of training, education, and staff development activities for DOH -Okaloosa staff in collaboration with Public Health Preparedness. Participates in New Employee Orientation, including preparation and updating of materials, conducting specific components of the orientation, ensuring training documentation, and tracking evaluation data. Assures employee completion of all training requirements. Formulates training agendas, sets up training venues, and coordinates training logistics. Prepares and compiles training materials; maintains inventory documents and databases of training materials. Manages TRAIN system to document and track DOH –Okaloosa training activities. Tracks section specific trainings and prepares training reports for all sections. Responsible for intricate training databases.
Coordinates and provides technical support for on-line, web-based, satellite, and other distance learning modalities. Provides small group and individual staff basic training on MS Office products, such as Outlook, Word, and Excel. Provides coordination of outside learners and Ch. 110 volunteers, as requested.

Represents the Public Health Preparedness Section and the DOH -Okaloosa training function in internal and external project planning meetings and on conference calls as requested. Reviews project goals of the section and suggests modifications, additions and deletions to meet section objectives. Assists in the preparation of special reports by extracting pertinent data from files and organizing into meaningful format. Submits routine reports. Organizes and maintains records and files. Processes correspondence for the Public Health Preparedness Section, investigates subject matter and prepares replies as necessary.Researches equipment and supply items, gathers price quotes, prepares purchasing documents and makes purchases or coordinates purchases with appropriate staff. Assists in the Special Needs Shelter Registry by monitoring applicants and mailing correspondence.

Fully participates in Workforce Development initiatives, including the development and implementation of data collection methods. Plans and implements surveys in collaboration with Workforce Development members. Researches and gathers data. Prepares data and documents to display collected data in meaning ways. Coordinates and implements action plans for implementation of special programs and projects. Analyzes training practices and procedures to create new or to revise existing methods. Studies management methods to improve workflow, simplify reporting procedures, or implement cost reductions. Creates and maintains Workforce Development Newsletter. Ensures that Quality Improvement, Customer Satisfaction and Performance Management activities are tracked, updated and reported.

Serves as an Okaloosa-Walton Medical Reserve Corps (OWMRC) Assistant Team Leader. Provides inputs and recommendations for OWMRC budget and assists in preparation of grant documents. Identifies volunteer recruitment venues and conducts recruitment presentations. Sends brochures and newsletters to all interested parties. Contacts new recruits, prepares and mails welcome letter. Interviews recruits and determines appropriateness for OWMRC volunteer duty. Fingerprints new recruits. Processes background checks. Completes reference checks and processes MRC Chapter 110 Volunteer applications. Notifies volunteers of trainings, meetings, etc. Schedules and facilitates OWMRC board meetings and quarterly meetings (which may occur afterhours). Coordinates production and distribution of marketing and training materials. Enters recruits into and maintains State Emergency Responders and Volunteers of Florida Registry database and local volunteer database. Maintains volunteer files and ensures training requirements are met.

Functions as Employee Health Coordinator. Processes and collects immunization paperwork for new employees. Ensures proper vaccination for new and current employees. Ensues all new employees receive a TB test and all current employees required to complete a TB test annually. . Conducts n-95 fit test for new and current employees. Updates policies and plans as needed.

Performs related work as required. Performs emergency duties which may include work in shelters and control centers. Acts as a backup for the Planner III or Senior Clerk position, including OWMRC, fleet management, purchasing, and budget management.

The interview panel may consist of Department of Health staff, County Health Department staff, representatives of community partner organizations and representative(s) of the respective Board of County Commissioners. No telephone interviews will be offered. All interviews are to be conducted face to face in Okaloosa County, Florida. Any travel required to attend an interview will be the responsibility of the applicant.
