Human Services Program Manager Senior Jobs Vacancy in Virginia Dept Health Richmond Jobs Details:
Serves as Deputy Director of the Division of Surveillance and Investigation ( DSI ) and serves as the DSI division director in the director’s absence. Directs the management of programs responsible for preparing statewide procedures and guidance for investigation of reportable and emerging conditions, for planning and preparing to respond to public health emergencies, acts of terrorism, and emerging conditions, including enhanced surveillance; oversees the planning for statewide epidemiology training programs; provides expert consultation and guidance to regional and district staff on technical matters pertaining to disease, disease outbreaks, and related issues; completes all administrative grant-related tasks, including budgeting and expenditure tracking; recommends funding level adjustments based on Division needs; meets with program staff annually to set program priorities and future direction and plans to reflect them in grant applications and implement if funded; reviews and advises on draft grant narratives and budgets; evaluates programs to identify strengths/weaknesses and identifies and implements improvements to strengthen the program; ensures readiness of staff to detect and respond to diseases of public health importance and protection of their health and safety; and provides epidemiologic leadership during the agency’s response to public health emergencies.
Knowledge of needs and challenges of a general communicable disease control program and details of the operations of such a program, including traditional and enhanced methods of surveillance, clinical aspects of the diseases (especially methods of containment), and epidemiologic methods used to investigate individual cases, clusters, and outbreaks. Excellent oral and written communication skills, including experience presenting at conferences, national meetings, etc. Ability to plan and prioritize program projects and activities; formulate policies and plans for the overall work unit as well as for individual diseases; provide training and direct the work of others; maintain effective relationships, including high level government officials, lawmakers & others; and interpret laws, regulations, and policies and determine how to put them into action. Experience developing program plans, objectives, and budgets; tracking, measuring, and evaluating progress; administering a public health program; working as an epidemiologist; and managing projects and staff. A valid Virginia driver’s license is required.
Advanced degree in epidemiology preferred; doctorate degree highly preferred.
