1842 Compliance Officer

Reporting to the Community Investments Director, the Compliance Officer works closely with the Senior Program Officer to ensure that grant-making functions are working efficiently and in compliance with promising practices in the field. S/He and is responsible for grant operations, systems and workflow management focused on maximizing the impact and effectiveness of grant practices through a lens of racial and cultural equity. This position provides support, project management, training, compliance and research to the Community Investments staff and the programs $8.9 million portfolio, as well as to the broader SFAC agency as needed.

Essential Duties and Responsibilities

Grants Management & Compliance

  • Act as primary point of contact for incoming and outgoing grant management and compliance, engaging with Legal, Finance, Program Staff and the Controller’s office as needed during the grant lifecycle.
o Trained on the City’s Contract and Compliance Monitoring process and act as the primary site visit monitor (approximately 6 sites visits per year).

o Work with program staff to develop site visit protocols and an annual calendar of execution.

  • Ensure that grants move expeditiously through the grant lifecycle from approval through grant closure, focusing on timeliness, quality, consistency and compliance of grants processing.
o Direct Program Associates in acquiring essential documentation needed to execute grant agreements;

o Facilitate and track grant agreement signatures from grantee, to City Attorney, to the Director of Cultural Affairs;

o Provide reminders to Program Officers to contact their docket and inform them of important deadlines;

  • Support the implementation and management of systems and processes that support data quality, collection and use.
o Direct Program Associates in the timely entry of data into Filemaker and the eventual transition to Salesforce

  • Lead the grants management aspect of F$P implementation as it pertains to setting up the system to reflect our grant making functions.
  • Work with the Director of Public & Private Partnerships to ensure adherence to compliance procedures outlined in external grants received, including Accept & Expend documentation when applicable to CI and guarantee that applicable program staff are supplying adequate responses to reporting questions to external funding partners.
  • Hold a small selective portfolio of grants to support the full understanding of the grant cycle as well as policy and process impacts on constituents; facilitate funding panels as needed.
  • Continually review and learn from best practices in the area of grants management philanthropy and equity in funding for organizational sustainability and growth. Seek out opportunities for improved practice within the Agency, alignment across programs, and manage associated projects that advance smart grant making.
  • Direct or perform program planning, research, analysis and development; implement and monitor programs; prepare reports; perform needs assessments; provide assistance to City staff, community organizations, and citizen advisory bodies; supervise assigned staff; and perform related duties as assigned.
o Support the standardization in the collection of demographic data and help to develop targeted outreach plans to ensure we are meeting the needs of all of our constituents;

Minimum Qualifications

1. Possession of a Baccalaureate Degree from an accredited college or university with major coursework in public or business administration, accounting, finance, economics, social sciences, education or related fields, or other subject areas closely related to a specific departmental program or function; AND

2. One (1) year full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

Substitution: Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. . One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Desirable Qualifications:
2+ years’ experience in Grants Management including budget development and financial oversight experience, preferably in a government setting;

Experience developing, implementing and or maintaining grants management databases;

Experience working with diverse communities and embracing a deep commitment to the values of equity;

Excellent interpersonal skills, with an open and collaborative work style and commitment to get the job done;

Excellent communication skills, both verbal and written;

Demonstrated commitment to high professional ethical standards;

Excellent computer skills;

High comfort level working in a diverse environment.

Selection Plan

Disaster Service Workers
