DIRECTOR, FACILITIES MANAGEMENT AND SERVICES (Administrator III)

Under the general direction of the Vice President for Business and Finance, the Director of Facilities Management and Services provides the leadership and administrative direction regarding services and functions for the physical operation and maintenance of the campus, ensuring the integrity, safety and sustainability of the University's physical environment. The Director has budget, equipment and personnel management responsibility for a large service group consisting of approximately 135 employees plus contractors. The Director oversees the development and implementation of programs, policies, and procedures related to the following functional units: energy management and utilities operations, design, planning, and construction for small capital outlay new construction projects, building renovation projects, and repair of current campus buildings; grounds maintenance and custodial services; and business and administrative services including central supply.
Bachelor’s degree or equivalent combination of education and experience in Engineering, Architecture, Construction Management, Business Administration or closely related field.
Minimum of 8 years of experience as a senior level manager working in a complex facilities services environment, such as, higher education or the public sector.
Extensive experience in operational, financial, project and personnel management.
Experience with complex and varied technical assignments related to preventive maintenance, utilities, contract preparation/administration; fiscal planning, construction of maintenance functions such as alteration, improvement or repair of buildings, facilities or equipment in an educational/public facility. Special Requirements:
The person holding this position is considered a “mandated reporter” under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
This position is a Higher Education Employer-Employee Relations Act ( HEERA ) designated managerial position and comes under the Management Personnel Plan ( MPP ) of the California State University. Individuals appointed to management positions serve at the pleasure of the President or designee. They are excluded from the collective bargaining process, are not subject to probationary service, and do not receive tenure or permanent status. This position is exempt from the overtime provisions of the Fair Labor Standards Act ( FLSA ).
The duties of this position will include participation in a decision that may have a material/financial benefit to the incumbent. Therefore, this is a “designated position” under the California State University’s Conflict of Interest Code and the incumbent will be required to file a Form 700: Statement of Economic Interest and is subject to the regulations of the Fair Political Practices Commission.
Throughout employment in this position incumbent must maintain a valid California Driver’s License as well as continued completion and compliance of the CSU Defensive Driver’s Training course.
A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU . This is considered a sensitive position. PHYSICAL REQUIREMENTS :
Incumbent will need to be able to perform the essential job functions (duties) of this position with or without reasonable accommodation. This position alternates between remaining in a stationary position operating a personal computer for long periods of time and frequently moving about inside the office. Must be able to travel across campus to other offices and buildings for meetings and events. Required to work on-site during all seasons. Work may involve uneven ground, noise, hazardous materials, work in groups or in isolation, flexible hours, ladder climbing. Incumbent must be able to move about on a construction site, outdoors without heating or cooling capabilities. Must be able to ascend and descend stairs, ladders, and unprotected surfaces in order to check on a building situation during construction.
WORK ENVIRONMENT :
Work is primarily performed in, on and around campus facilities including offices, labs, classrooms, etc. Includes both internal (offices, classrooms, labs, warehouses, workshops, etc.) and external (grounds areas, roofs, yards, etc.) building environments. Hard hat, eye protection and steel toed shoes requirement during on-site management. May be required to work at night or on weekends as needed. Closing Date:
