Asset Forfeiture Division, Arlington, VA
The incumbent serves as the Assistant Program Manager responsible for the functions of the Complex Assets Section. The incumbent is responsible for overseeing and advising on the pre-seizure, custody, management and disposal of seized and forfeited Businesses, including ongoing businesses and business interests; intangible assets; and notes receivable, as well as Complex Financial Instruments, including stocks, bonds and investment accounts; planning and directing all program activities involved in accomplishing the work of the Section, and developing and implementing policies and standard operating procedures for the section. The incumbent participates in making high level decisions and providing programmatic recommendations to the Program Manager of Asset Management, the Deputy Assistant Director and the Assistant Director, Asset Forfeiture Division. The incumbent also serves as the DOJ subject matter expert on the pre-seizure, custody, management, and disposal of businesses and complex financial instruments seized as a result of the violation of laws enforced or administered by DOJ.
ResponsibilitiesDuties include but are not limited to the following:
Managing the Asset Forfeiture Division Complex Assets Section.
Developing overall plans and objectives for the assigned section.
Directing the formulation of highly effective management and disposition strategies involving the most complex and high risk assets seized and forfeited in the Asset Forfeiture Program.
Overseeing and providing technical advice and guidance in management, valuation, finance, accounting/audit, operation, and closing.
Overseeing the development and application of new and improved business practices for the management and disposition of seized assets in the assigned program area.

QualificationsMINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:
GS-14 : In order to qualify at the GS-14 level, you must have at least one year (12 months) of specialized work experience equivalent to the GS-13 level of the Federal Service. This experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position and was obtained in either the public or private sectors. Your experience must have included performing tasks related to:
- Managing the valuation, finance, accounting/audit, operation, closing, and disposition of assets including business enterprises and interest, intangible assets and notes receivable, as well as financial instruments, including stocks, bonds, and investment accounts;
- Overseeing the development and application of new and improved business practices for the management and disposition of complex assets;
- Establishing standard operating procedures and internal controls related to the management and disposition of complex assets;
- Conducting of professional pre-seizure financial assessments, including an analysis of asset values and liability risk, assisting in drafting of court orders, developing asset maintenance plans and effective asset disposal strategy; and
- Supervising employees by planning and assigning work to be accomplished, evaluating employee performance standards, interviewing and recommending selection of candidates for vacant positions, identifying training needs of employees, resolving minor employee complaints, and effecting disciplinary measures when appropriate.
