Duties

    • Summary

      About the Position: This position is located at the US Army Test & Evaluation Command, Redstone Test Center, Redstone Arsenal, Alabama. The Redstone Test Center's mission is to provide technical expertise, state of the art facilities and capabilities to plan, conduct, analyze, and report the results of tests on missile and aviation systems, sensors, subsystems and components.
      The purpose of this position in a developmental capacity is to serve as an engineer for a major test organization in the U.S. Army Redstone Test Center (RTC). Assignments involve new or novel devices, equipment, or systems, requiring a need for increased innovations, analytics, modifications, testing and increased engineering skills and imagination.

      This is an Expedited Hiring Authority Announcement . The Duncan Hunter National Defense Authorization Act (NDAA) FY 2010 provides that the Secretary of Defense can designate acquisition positions as shortage positions and can recruit and appoint highly qualified person to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Army meet our mission requirements for the acquisition of systems, equipment and facilities.

      This position: may be filled at GS- 5, GS- 7 or GS- 9 grade level with the target grade of GS-12. As a Trainee, the incumbent may be non-competitively promoted upon completion of training and upon meeting OPM qualification requirements.

      Responsibilities

      • Performs continuing developmental duties and assignments in relation to problems concerned with test and/or evaluation of a wide variety of military systems and equipment.
      • Typical assignments at this level include, but are not limited to the following;
      • Serves as a support engineer or scientist, performing instrumentation engineering, development, testing, or integration where established criteria and technical precedents are generally established.
      • Guidance from senior professional engineers and scientists is provided if precedents do not exist due to the accuracy and critical operating performance required for the acquisition and reduction of data in the dynamic testing of Army material.
      • These systems are composed of new and unusual types of equipment that are complex and must meet high standards of precision.

You will receive credit for all qualifying experience, including volunteer experience.       Basic Educational Requirement: Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) static, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
      OR
      Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State
      grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. written Test-- Evidence of having successfully passed the Engineer-in-Training (EIT) examination or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering
      technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an
      advanced level of competence in basic science must meet the basic requirements in paragraph A. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge,
      skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
      Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
      Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

      GS-05 Level: No specialized experience. Basic requirement has to be met to qualify.

      GS-07: One year of specialized experience which includes performing routine scientific or engineering tasks to assist higher level related to test and evaluation software and hardware to complete assigned engineering tasks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
      OR
      Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering.
      OR Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:
      (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

      GS-09: Specialized Experience: One year of specialized experience which includes planning, coordinating, analyzing or reporting on completed tests and evaluation projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
