This position shall be filled in accordance with the provisions of the OCSEA Collective Bargaining Agreement. BWC bargaining unit members have selection rights before non-bargaining unit members. Under general supervision, independently or as a member of a specialized team, responsible for assisting the Special Agent in Charge, Assistant Special Agent in Charge, Security Manager, Special Agent & Fraud Analyst with the analysis of computerized data (e.g. run OLEG & LEADS, Human Services, CRISS-E, Auto Track, Ohio Offender, BMV photo files, ISOnet, NWCCC & claims data) to detect fraudulent &/or criminal activity: conducts low-level criminal or administrative investigations; researches, reviews & prepares initial case data & researches allegations; researches criminal & civil records at Federal, State, County & City courthouses; develops investigative leads through covert & overt telephone solicitation; assists with research of billing & claim file data & coordination of information to assist with mass subject & witness interviews; assists with planning, coordination & logistics for search & seizure; assists special agent(s) &/or fraud analyst(s) assigned to open major investigations; gathers & secures evidence & documentation in accordance with policy & procedures; assists with managing Special Agent’s caseload; reviews & documents evidence; performs additional leads at the direction of case agent/analyst & reviews & analyzes evidence obtained via grand jury subpoenas &/or via search warrants; conducts onsite safety/security inspections & assessments of BWC property as directed; reviews claim information for medication being prescribed, benefits provided & individuals associated with claim-related threats; provides data related to CCH for all contracted security personnel on annual basis & as needed for new hires; updates security database for cases related to threats &/or security personnel; processes reports associated with threats for Administrative or legal review; assists with training related to security & safety; assists with HR requests for data of access control & video retention. Under supervision of the BWC Security Manager and/or Threat Assessment Coordinator, assists with subject & witness interviews: enters all investigative activities into the Fraud Management System (FMS); researches the Internet to obtain case information; serves as RIM coordinator for the Security Department; assists with processing invoices for goods & services provided; assists with overseeing security enhancement projects (e.g. obtains quotes for repairs & services rendered); interviews callers from the fraud hotline & documents allegations received in FMS. Performs related duties (e.g. attends meetings, case briefings, & internal & or external trainings): processes fingerprinting for new hire candidates as assigned.
Note: pursuant to Ohio Administrative Code 4501: 2-10-03 (D) users of system shall adhere to policies & guidelines published in NCIC operating manual, CJIS security policy, LEADS operating manual, LEADS security policy, newsletters,& administrative messages from LEADS, all of which are either available on ODPS/LEADS intranet or disseminated to LEADS agencies; pursuant to LEADS security policy, state & national fingerprint-based record checks must be conducted within 30 days of initial employment or assignment of all personnel, including appropriate IT personnel, having access to LEADS, or to records storage areas containing CCH/II data; minimum check must include submission of both a State of Ohio BCI& I card & an FBI applicant fingerprint card; both completed applicant fingerprint cards must be submitted by employing agency to State of Ohio Bureau of Criminal Identification & Investigation for processing & forwarding to Federal Bureau of Investigation; record of this check must be kept by employing agency & made available to LEADS upon request; fingerprint card returned by Ohio BCI&I is sufficient documentation. Pursuant to Ohio Administrative Code 4501: 2-10-03 (G) (1) (a) (b) terminal agency shall conduct a complete background investigation of all terminal operators including, but not limited to: an applicant fingerprint card submission to BCI&I & FBI, an inquiry of state & national arrest & fugitive files; terminal agency is required to notify CTO of any applicant’s criminal record; existence of a criminal record may result in denial of access.

Qualifications
Unless required by legislation or union contract, starting salary will be set at the lowest rate of the salary range. In most cases successful employees will move up a step in the salary range within six months, with subsequent step increases occurring every year as supported by successful performance evaluation results.

Completion of associate degree program core coursework in law enforcement.

12 mos. trg. or 12 mos. exp. in conducting investigations of complaints or possible violations of laws & rules or agency/company policies & procedures.

Or equivalent of Minimum Class Qualifications For Employment noted above.



Knowledge of: criminology, criminal justice or law enforcement; BWC*, state & &/or federal statutes, rules, regulations & procedures applicable to investigations, evidence gathering & search & seizure; public relations; interviewing, case preparation; LEADS operator rules & regulations*; human relations. Skill in: operation of personal computer, word processor, database & spreadsheet software, analytical software used in fraud detection*; surveillance equipment (e.g. camera, mini camera, undercover audio recording devices)*. Ability to: define problems, collect data, establish facts & draw valid conclusions; gather, collate, classify information about data, people or things; prepare meaningful, concise & accurate reports, conduct interview effectively; assess immediate situation & make split second decisions; handle sensitive inquiries from & contacts with officials & general public; safely handle irate &/or dangerous citizens; recognize unusual or threatening conditions & take appropriate action; deal with many variables & determine specific action during investigative process; comprehend & record figures accurately; add, subtract, multiply & divide whole numbers; calculate fractions, decimals & percentages; understand manuals & verbal instructions, technical in nature; use proper research methods in gathering data; work in isolation. The Final External Applicant Selected For This Position Will Be Required To Submit To Urinalysis Prior To Appointment To Test For Illegal Drug Use. An Applicant With A Positive Test Result Will Not Be Offered Employment.

BWC will conduct a complete background investigation of all final applicants Including, but not limited to: an applicant fingerprint card submission to BCI&I & FBI, an inquiry of state & national arrest & fugitive files.

Position requires travel; therefore persons occupying this position must provide their own transportation &/or legally operate a state owned vehicle. Position may require overnight &/or out of state travel.

May conduct surveillance for extended periods of time in extreme temperatures; may work in confined areas such as a surveillance vehicle; may encounter violent persons; may be exposed to unsanitary items in discarded trash.

EDUCATIONAL TRANSCRIPT REQUIREMENT:
