Starting salary up to $28.49/hour ($59,462/year)
Plus, cash allowance of approximately $600/month*

Your Role as a Procurement Specialist Trainee

As a Procurement Specialist Trainee you will learn how to purchase, or negotiate to purchase, items in both general and specialized commodity areas, such as equipment, materials, services, construction, or data processing. You will learn how to work with department officials to determine needs, initiate and process requisitions, resolve problems concerning goods or billing, correspond with vendors, and review bids for legal correctness, price, and acceptability.

The ideal candidate will have:

  • Some experience with Request for Proposal and Request for Qualifications processes
  • Knowledge of bid process management
  • The proven ability to collaborate in a team environment
  • Experience working with Oracle (PeopleSoft) eProcurement
  • Possession of, or actively pursuing, a Certified Professional Supply Manager (C.P.S.M.), Certified Professional Public Buyer (C.P.P.B.), and/or Certified Public Purchasing Officer (C.P.P.O.) certification(s)
This recruitment is being conducted to fill a Procurement Specialist Trainee position for the General Services Department. This employment list may also be used to fill future part-time or extra-help openings as they occur during the active status of the list. The Civil Service Title for this position is Buyer Trainee.

Minimum Qualifications

Education and experience: Academic course work and/or experience which directly relates to the required knowledge and abilities. Normally, college or university courses in purchasing, marketing and economics would provide such opportunity or possession of a Certified Purchasing Manager certificate awarded by the National Association of Purchasing Management.

License: Possession of a valid driver's license at the appropriate level, including special endorsements as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Knowledge, Skills, and Abilities

Knowledge of: principles and practices relating to purchasing management, including ethics and standards of purchasing practices, specification writing, bid preparation and evaluation, competitive bidding, quality control and material management; effective methods of written and oral communications, including language mechanics and composition; accounting and budgetary controls, commercial law and market research techniques, human relations, concepts and practices required for effectively negotiating purchases.

Ability to: analyze requisitions, research, and prepare specifications; evaluate bids and make awards impartially and objectively; establish and maintain effective working relationships with county management personnel, employees, sales representatives and the public in carrying out sound purchasing principles and practices; effectively communicate orally and in writing; prepare written reports and maintain records; organize and prioritize workload for efficient management of time.

The selection procedure will consist of the following examination:

An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:
  • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.
Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.


A background investigation is required prior to employment. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation.
