Mid-Term Review of the Project:

Building Bridges Between Local Policies, REDD+ and Sustainable Supply Chain Initiatives: Phase 3 of the Forests, Farms, and Finance Initiative

  • Background:

Earth Innovation Institute (EII) is a non-profit 501(c)3 organization based in San Francisco with programs in Brazil, Colombia, Indonesia and Peru. We pursue our goals of slowing climate change, conserving tropical forests and fisheries, and improving rural livelihoods by promoting sustainable rural development through a blend of research, consensus-building, policy analysis and reform, and private sector engagement.

EII was awarded a grant from the Norwegian Agency for Development Cooperation (Norad) for the period January 1, 2016 through December 31, 2020 to support the project “Building Bridges Between Local Policies, REDD+ and Sustainable Supply Chain Initiatives: Phase 3 of the Forests, Farms, and Finance Initiative”. The goals of the project are: to design and implement instruments to deliver incentives to local governments, smallholders, and other key local actors for LED-R (Low Emission Rural Development) strategies; support the design and implementation of jurisdictional-wide LED-R strategies; and spur and support supply chain actors to preferably source palm oil, soy and beef from high-performing states and provinces implementing LED-R.

  • Objectives of the Mid-Term Review

The principal aim of the review is to evaluate the level of achievement of the key results of the project and progress and provide recommendations regarding project implementation for the remainder of the grant term. The review will assess the level of project achievement and challenges according to the following evaluation criteria:

Relevance:

  • Analyze whether the project’s approach is still relevant in relation to the grant’s goal and purpose
  • Assess the relevance of tools, technical assistance and inputs applied by the project to stakeholders

Effectiveness:

  • Assess the degree to which the project has supported subnational and national governments and key actors to advance LED-R strategies in target regions:
  • This shall include an overall review of all the target areas: Acre, Mato Grosso, and Pará in Brazil, Ucayali and San Martin in Peru, Colombia, and Central Kalimantan and West Papua in Indonesia.
  • The review shall include one case study to be analyzed in more detail (the selection of the target region shall be previously agreed with EII team)
  • Examples of questions that should be addressed: what approach has the project adopted in the target region? What specific intervention(s) can be attributed to the project? Whom have the implementers’ collaborated with? What advances has the region made towards the development and/or implementation of LED-R strategies? How effective was the project’s approach in supporting the development and/or implementation of LED-R strategies? What recommendations can be made to further strengthen the project’s effectiveness moving forward? * Assess the degree to which governments, private sector, and producers and buyers associations have opened up to jurisdictional approach strategies and sourcing. The review shall assess the efforts deployed by EII and partners to foster the jurisdictional approach. For example:
  • Negotiations of preferential jurisdictional sourcing commitment and agreements between Brazilian soy producers in MT and Chinese and European buyers;
  • The implementation of RSPO Jurisdictional certification in Central Kalimantan in partnership with Unilever; and
  • Support to the establishment and implementation of the Balikpapan Challenge
  • Examples of questions that should be addressed: what specific intervention(s) can be attributed to the project to foster the jurisdictional approach and sourcing? Whom have the project implementers collaborated with? What advances have been made towards the openness and implementation of the jurisdictional approach and sourcing? How effective was the project’s approach? What recommendations can be made to further strengthen the project’s effectiveness moving forward? * Assess the degree to which the project has contributed to the reduction of tropical deforestation, sustainable livelihoods, transparency, and gender equality
  • This shall include an overall review of all the target areas listed above;
  • Examples of questions that should be addressed: what specific intervention(s) has the project carried to contribute with reduction of tropical deforestation, sustainable livelihoods, transparency, and gender equality in the target regions? With whom have the project’s implementers collaborated with? What advances have been made towards reduction of tropical deforestation, sustainable livelihoods, transparency, and gender equality in the target region? How effective was the project’s approach? What recommendations can be made to further strengthen the project’s effectiveness? * Assess the degree to which the project has advanced the UNFCCC Cancun Safeguards
  • This shall consist in an overall review of all the target areas;

Methodology: The evaluation team will comprise of (i) a Consultant who will have overall responsibility for planning, implementing and coordinating the evaluation process, guided by this ToR; (ii) EII, who will be responsible for providing needed information to the Consultant; (iii) stakeholders and partners who will participate in key informational interviews, discussions and surveys as proper.

  • Desk review of available material (to be provided by EII)
  • Meetings and consultations with relevant EII staff and partner organizations
  • Consultations when needed with other relevant actors, such as farmer organizations, governments, and project partners

Deliverables:

  • Draft evaluation report
  • Final evaluation report
  • Power Point presentation

Budget and payment:

To limit costs, it is expected that most interviews will be conducted by telephone/Skype. This means the only costs of this consultancy are expected to be a consulting fee/daily rate.

The total cost of the consultancy (including travels and other expenses) shall not exceed U$15,000.00

Expertise Required:

A thorough understanding of jurisdictional approach towards LED-R (Low Emission Rural Development) strategies, including jurisdictional certification and sourcing

  • Experience in evaluating projects that deal with the issues of multi-stakeholder consensus and governance structures, tropical deforestation, agricultural commodities affecting deforestation, jurisdictional certification
  • Experience in participatory methods of research, gathering and synthesizing the perspectives of various stakeholders

Expertise Desired:

  • Consultancy person/team that can communicate in English, Portuguese, Spanish and/or Bahasa

Application details: the parties interested in conducting the review shall submit a short proposal (5 pages max). The proposal shall contain the following information:

  • The Team: brief description of the person or team who will carry the work (CVs should be included as attachment)
  • Relevant Experience: this shall contain a brief description of your experience in carrying similar work, including 3 references with contact information;
  • Proposal for executing the Evaluation: how you expect to conduct the review;
  • Timeline for executing the work (Gantt chart preferable);
  • Budget: all expenses associated with the execution of the contract
  • Attachments: CVs and other relevant documents can be submitted as attachments

Deadline: the parties interested in conducting the review shall submit a short proposal (5 pages max) extended to 9/30/2018 (originally it was 9/14/2018) COB, California Time

Duration: The review is expected to be carried out within a period of 4 – 6 weeks. The review is expected to start on or about October 8th and it is expected to be completed by November 15th 2018.
