Job Preview:
This position provides analytic support for strategic planning, policy development and reporting, and program evaluation for healthcare services for the Ohio Department of Medicaid. The position is also involved in building & validating technology systems (e.g., Enterprise Data Warehouse, analytical systems for decision support, dashboards), establishing standards for data consistency, and analytic support.
Position Description:
Under direction, performs analysis of health status cost, quality, utilization & access to health care services: Participates as member of project team(s) to complete analytical studies & to support policy development & program implementation; assists in designing & implementing health research projects (e.g., health care quality, status, access & cost); provides assistance with data governance work to develop standardized research strategies, terms, & procedures; develops & maintains statistical & analytical reports to assess system quality and accuracy and support policy decision making.
Formulates & implements policy based on analysis results; prepares statutorily required statistical reports; develops utilization, cost & outcome reports to provide information to providers, consumers, General Assembly & general public.
Coordinates access to health care data & reports for staff in policy & program areas; maps data flow & data fields from source systems to data warehouse & Quality decision support system (QDSS); troubleshoots data warehouse & analytical tools; responds to public inquiries concerning availability of information; works cooperatively with other staff to prepare information.
Provides general analytic support, maintains general knowledge of health care reform issues as they impact health care delivery for Medicaid; attends meetings as expert concerning availability of health care data & reports; represents agency in meeting with provider groups & makes presentations to support decision making & share Medicaid information with outside organizations; works with other health services researches to assure valid procedures.
Performs other related duties (e.g., attends staff meetings, training seminars; maintains log, records, & files).
Qualifications
Completion of graduate core coursework in health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics or comparable field; 12 months training or 12 months experience in research methodology, measurement & testing, analysis of variance & survey sampling; 6 months training or 6 months experience in use of computer programs/applications used for spreadsheets, statistical analysis & graphics presentation & word processing; 1 course or 3 months experience in multiple regression or multivariate analysis.

  • Or completion of undergraduate core coursework & 12 months experience in one of following: health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics, public health, or comparable field; 12 months training or 12 months experience in research methodology, measurement & testing, analysis of variance & survey sampling; 6 months training or 6 months experience in use of computer programs/applications used for spreadsheets, statistical analysis & graphics presentation & word processing; 1 course or 3 months experience in multiple regression or multivariate analysis.

  • Or equivalent of Minimum Class Qualifications For Employment noted above.
Knowledge of health services administration, mathematics, statistics, actuarial science, public administration, allied health services or comparable field; application of multiple regression or multivariate analysis; research methodology, measurement & testing, analysis of variance & survey sampling. Skill in use of computer hardware & software to do spreadsheets, statistical analysis & graphics presentation; word processing. Ability to define problems, collect data, establish facts & draw valid conclusions/projections; use regression or multivariate analysis; develop analytical documents defining health services, recommending policy positions &/or explaining impact of policy alternatives; cooperate with co-workers on research/analytical studies; handle routine & sensitive inquiries & meetings concerning availability of health care data & reports & presentations for policy & administrative decision making.
