Iowa Vocational Rehabilitation Services (IVRS) is recruiting to fill a senior management level position as an Accountant 4, Financial Supervisor within the Administrative Services Bureau. We are looking for an innovative leader to provide strategic oversight of a state/federal grant program complying with state and federal regulations. Our financial department provides administrative processing and oversight of two federal grant programs totaling in excess of $50 million dollars. Responsibilities are as follows and other duties as assigned. This is a Non Merit covered position.
The successful candidate will plan and direct the accounting functions of IVRS, including general accounting for assets, liabilities, income and expenses and the preparation and review of state and federal reports. This includes things such as building, modifying and maintaining expenditure ledgers with agency financial system reporting, assisting budget analyst with state budget process and back up financial reporting, processing of claims for payments including employee travel, pre-audit of payment documents and corrections, management of expenditure codes to ensure accuracy for incoming reporting and to efficiently meet the classification needs for field staff working with client plans, vendor management, review and monitoring of statements for ICN and Department of Administrative Services transfers to ensure accounts are being appropriately charged and numerous other related duties.
The Financial Supervisor will oversee and supervise the work of the Fiscal Department. This includes hiring and training and providing professional development for staff. They will recommend personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules and assignments. The goal will be to provide support, information and resources required for staff to successfully perform their jobs and further knowledge and skills as well as empowering staff to cross train for effective backup in critical functioning. This staff member will represent the fiscal and administrative office in a variety of internal and external contacts, particularly in budgeting and fiscal reporting. Collaboration with agency administrator and budget team members on fiscal policy, financial and budget status will be important to ensure effective operation of service delivery meeting the mission and vision of the agency.
Graduation from an accredited four year college or university with satisfactory completion of a minimum of twelve semester or equivalent hours in accounting coursework and four years of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm or private industry; two years of which involved supervisory responsibility over a major functional accounting area similar in scope to that associated with an Accountant 3 with the State of Iowa;
