The Town of Falmouth is currently recruiting for a full time Assistant Zoning Enforcement Officer, which includes administrative, technical and inspection work related to enforcement of town zoning bylaws and other applicable regulations. Analysis and enforcement of provisions of town"s zoning bylaw; enforces regulations and requirements of special permits issued by the Zoning Board of Appeals, Historic Commission and the Planning Board. Inspects residential and commercial properties to ensure use requirements compliance. Confers with builders, architects, engineers, property owners and the general public regarding requirements, application of the zoning bylaw and other related matters. Performs site analysis in response to written complaints received by the Building Department, reports findings to Building Commissioner for his/her determination and upon receiving appropriate direction, returns to site and takes appropriate action. Educates and assists public in understanding content and purpose of zoning bylaw. Documents all field violations and compliance inspections and maintains records; all other related duties as required. High School Graduation and four years experience in regulatory or enforcement field, Associates Degree in Planning preferred, experience as a zoning regulatory board member preferred or a combination of education and experience. Must be available to attend evening meetings. Wage is 20.75 - $22.45/hr. Job Responsibilities
Analysis and enforcement of the provisions of the town's zoning bylaw; enforces the regulations and requirements of special permits issued by the Zoning Board of Appeals, Historic Commission and Planning Board and comprehensive permits issued by the Zoning Board of Appeals under Chapter 40b. Inspects residential and commercial properties to ensure use requirements compliance. Confers with builders, architects, engineers, property owners and the general public regarding requirements, application of the zoning bylaw and other related matters. Performs site analysis in response to written complaints received by the Building Department. Reports findings to Building Commissioner for his determination. Upon receiving appropriate direction, returns to site and takes appropriate action Educates and assists public in understanding content and purpose of zoning bylaw. Performs research of Assessor"s, Zoning Board of Appeals, Planning, Conservation, Barnstable County Registry of Deeds, Registry of Motor Vehicles using computer, hard copy, microphise techniques.
Working knowledge of Chapter 184 of the Falmouth Town Code, review all applications, issues sign permits, notice of violations, and cease and desist/removal orders. Investigates complaints of alleged zoning violations and takes appropriate action as required;may appear as witness in court. Documents all field violations and compliance inspections and maintains necessary records. Reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution. Testifies at any tribunal established to rectify contested enforcement or inspection procedures. Performs research of Assessor's, Zoning Board of Appeals. Planning Departments and Conservation Commission records using computer and hard copy techniques. Acts as the sober house liaison for the Town of Falmouth, Consult with police, fire, property owners, house managers, working knowledge of requirements/protections, meetings with abutters Foreclosed properties - may research titles for lien holders, property preservation contact etc. Affordable housing - monitor compliance, meetings with monitors, compilation of lists, request and review annual reports Assist and advise Main Street Merchants, ensure pedestrian ways are clear. May attend meetings etc. Assist Hoarding multi problem resource team Acts as public resource officer for Building Department; May research and produce all public record requests Supports the goals of the Building Department, Community Development and the Town of Falmouth through creative problem solving, decision making, a commitment to customer service, and by taking initiative to improve the efficiency and effectiveness of the Department Recommended Minimum Qualifications
Education and Experience - High School graduation and four years experience in regulatory or enforcement field, Associates Degree in Planning preferred, experience as a member of a zoning regulatory board preferred; or any combination of education and experience. Knowlwdge - Thorough knowledge of town's zoning bylaw, Working knowledge of departmental procedures, Town Wetlands bylaw and Wetlands Protection Act. Working knowledge of building permit applications, zoning board of appeals applications and historic applications. Ability - Position requires the ability to interpret technical bylaws and assess situations independently in the field. Ability to enforce regulations firmly, tactfully and impartially. Ability to deal appropriately with the general public. Ability to maintain accurate and detailed records. Ability to communicate clearly orally and in writing. Skill - Skill in computer applications and in use of other office equipment. Physical Requirements
Must be able to access uneven terrain. Site inspections require the ability to identify and distinguish peripherals and distances. Ability to operate a motor vehicle. Ability to operate a computer keyboard. Ability to communicate effectively orally. Ability to adjust focus. Additional Information
Works under the general direction of the Building commissioner.
Performs highly responsible duties of a technical nature requiring the exercise of considerable judgment in the application and interpretation of sign code, town code, zoning bylaws, historic regulations and other applicable regulations.
Works independently making field inspections.
Performs duties which require working knowledge of departmental functions in the application of the town's zoning bylaw; may be required to exercise judgment in the analysis of the facts surrounding individual circumstances.
Makes frequent contact with the general public requiring the ability to communicate technical and detailed information and to discuss controversial matters in a manner that will avoid friction and obtain cooperation; communication is by means of personal discussion, telephone and in writing. Makes frequent contact with town departments and boards, members of the business community, and property owners
Has access to information requiring discretion and tact. Has access to department-related sensitive information.
Errors could result in lost work time and cause confusion and delay.
Duties are generally performed in the field with exposure to varied weather conditions, which may be postponed during hazardous conditions; clerical work is performed under typical office conditions with little exposure to occupational risks.
Private vehicle lawfully registered in Massachusetts.
Valid Massachusetts Class D motor vehicle operator's license.
Must be available to attend evening meetings and to work weekends.
