    Summary

    About the Position: Serves as a Military Construction Analyst on assigned functions of the highly complex automated DD Form 1391 Processor system and other specifically related automated planning and programming systems for the Army.

    This is a developmental position and can be filled at any grade.

    This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC § 1705(g).

    Responsibilities

    • As Contracting Officers Representative (COR), monitors all phases of assigned contracts from inception to completion.
    • Coordinates all actions for the assigned functions of the 1391 Processor system with the headquarters level proponent used to support military construction worldwide to ensure proper orientation.
    • Reviews drafts of Army regulations and other policy guidance documents pertaining to the military construction planning and programming process and provides substantive commentary regarding existing automated techniques and procedures.
    • Provide assistance to field user, guidance and direction for the development of training material, and approval of training material developed by contractors.
    • Coordinate and maintain all actions related to the function and plans of automated processor systems (such as the DD Form 1391 Processor System) and other specifically related automated planning and programming systems related to Construction.

    • Acquisition Career Field Facilities Engineering Level II certification within 24 months.

    In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

    You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    To qualify at the GS-09:
    Specialized Experience: One year of specialized experience which includes assisting in the planning administering a wide range of computer-aided engineering initiatives supporting military construction, assisting in developing software application budgets, developing and providing briefings regarding the software, assisting with quality assurance of testing of software products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

    OR

    Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

    To qualify at the GS-11:
    Specialized Experience: One year of specialized experience which includes performing duties such as performing duties such as administering a wide range of computer-aided engineering initiatives supporting the military construction process; review, develop, and write specification requirements to be executed under contracts; performing quality assurance testing of software products, answers user questions, runs database inquiries, and reviews contractor invoices for accuracy for payment. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

    Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

    OR

    Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

    To qualify at the GS-12:

    Specialized Experience: One year of specialized experience which includes analyzing and evaluating performance of automated systems used to support military construction, providing advice and coordinating technical evaluation of automated military construction system to proponents; works with headquarters senior personnel to develop their requirements into system change requests; performing quality control/assurance on work done by technical and contract personnel; maintaining contracts files for Contracting Officers Representative (COR); prepares performance work statements of an automated Information system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
