May act as a contributing specialist on large work activities related to the creation, development and execution of new and innovative approaches methodologies, and/or techniques of overarching communication outreach strategies, which includes contributing to authoring speeches and creating outreach materials, reports, and various other communications documents. Manages communications programs that utilize a broad range of communication channels such as internet, newsletters, speeches, briefings, etc. Applies experience and comprehensive knowledge of communication and marketing principles, techniques, and methods to write, edit and coordinate comprehensive communications products.
The incumbent assists in developing organizational strategic plans, annual reports, and other publications for new programs, transformational efforts organizational initiatives and other policy or confidential matters to ensure the projects progress in a timely manner and in accordance with supervisor's guidance. The incumbent collaborates with management and program sponsors/owners to analyze and extract data from various sources within and outside the organization. Information covers a broad range of substantive issues, which are delicate sensitive and often controversial in nature. The incumbent evaluates the environment to determine what organization members and external stakeholders want to know, need to know, and how they prefer to receive information.
Assignments frequently require knowledge and experience working across functional and/or organizational lines. The incumbent designs, develops and implements coordinated marketing communication strategies and outreach efforts to achieve both short and long-term organizational goals. Working with senior level management and other senior staff, the incumbent contributes to the development of communication programs and appropriate marketing strategies to increase the visibility of AIR and to strengthen messaging among various targeted external and internal audiences and constituencies. The incumbent also develops new approaches to AIR's internal communications program, contributing to a broad spectrum of product offerings that support the information needs of a variety of audiences.
The incumbent assists internal managers with methods to enhance two-way communication between employees and management, encouraging the honest and meaningful exchange of ideas and other information intended to achieve organization objectives. Prepares written documents that compel others to take a course of action, instruct others in carrying out activities, or explain the purpose, goals, and objectives of a policy, regulation, or program. Edits messages used in newsletters, reports, executive speeches, talking points, websites, etc. for senior management. Utilizes the principles, tools, and techniques for developing or applying technology using text, audio, graphics, or other media.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to develop new approaches. Assignments regularly require the interpretation of internal and external policies and extrapolation from precedents. Resolves most problems and work issues without the assistance of a manager project/program manager, team leader or more experienced professional.
The incumbent develops the plan and schedule of strategic and tactical communications activities built around existing program milestones and events. Measures the results of the communications effort establishes and monitors feedback systems. Adjusts the communication strategy based on performance (what strategies worked best and whether the messages achieved the desired result). Assists in implementation of programs and initiatives by engaging and coordinating communication activities with individuals inside the program.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV H, FG/GS 12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience may include but not limited to:
Experience writing, editing and coordinating comprehensive communications products; assisting in organizing communications events: and preparing and reviewing content of communications messages.
